Accessible (you can extract it), reasonably clean and consistent, structured enough to query, and with a clear owner who can answer questions during the build.
Do I need perfect data before starting?
No — but you need to have closed the critical gaps: access, an owner, and at least one clean source. Perfect data is rare; blocked access kills projects.
What if I score low?
Fix the critical items first. Often a short data-preparation phase before the build is cheaper than discovering the gaps mid-project.
